The Old Power Station was the first electricity plant in Ljubljana, therefore today its historical brick building is protected as a monument of industrial architecture. It is owned by Elektro Ljubljana, but in 2004 Ljubljana Urban Municipality and the Ministry of Culture decided to hire the space and make it available to independent performing arts creators. Following an open call for NGOs to run the space, the contract went to Bunker Institute.

As shown in a recent study on contemporary performing arts venues, Ljubljana lacks performing arts rehearsal spaces. Stara elektrarna was originally planned as a space for rehearsals, but it is now being developed as a venue for dialogue and various artistic practices. The Power Station hosts various educational programmes, including contemporary dance workshops run by En-Knap Dance Group, contemporary art workshops, seminars and panels, and is also used regularly for the pre-production of performances. In September 2004 Mladi levi Festival initiated the space as a new venue for presenting Slovene and international stage production, and in October 2004 Stara elektrarna was one of the venues of the City of Women International Festival of Contemporary Arts. In November 2004 the Power Station hosted a new festival of contemporary electronic music.
